Our client, a large complex Queensland Government department, are currently seeking a an ICT Capability and Adoption Lead for an initial contract until 13/07/2026. The Information Governance and Digital Enablement (IGDE) directorate helps the Infrastructure (Built) Services Division teams manage information more effectively and strengthen digitally enabled systems. This role is part of the Information Governance and Digital Enablement (IGDE) directorate, which recently launched a Digital Enablement Program comprising three projects: Information and Data, Business – People and Processes, and Digital Technology. About the Role This role sits within the newly established Information Governance and Digital Enablement (IGDE) directorate, reporting to the Director and working closely with program resources across various streams (Digital Technology, Information and Data, and Business – People and Process). The role plays a critical part in driving ICT capability uplift and adoption by leading the development and delivery of training, communication and engagement activities. It is responsible for translating ICT changes into practical, user-focused artefacts such as training guides, process maps, communication packs and digital content. The role also supports stakeholder engagement and works collaboratively with the program’s Change Manager, and ISD internal communications teams to deliver targeted campaigns and maintain communication channels that promote awareness, readiness and sustained adoption of ICT systems and processes. About You You are collaborative and dependable, with solid communication skills and the ability to build and maintain positive relationships with senior leaders, technical and non-technical teams, and diverse stakeholders. Your ICT, digital, and transformation experience enables you to navigate technical concepts, governance, and program delivery to drive change and improvement. You value collaboration and build productive relationships across diverse stakeholder groups. As the ICT Capability and Adoption Lead your responsibilities will include, but not limited to: Deliver effective change management, communication approaches and adoption strategies, ensuring ICT initiatives are supported by clear messaging, targeted engagement, and alignment with business needs. Ensure the design, development and delivery of high-quality training materials, including user guides, process maps for operational ICT processes and systems, training videos, and communication packs that enable staff capability uplift and successful system adoption. Manage communication sites (e.g. intranet and collaboration platforms), and lead ICT adoption campaigns in partnership with internal communications teams, ensuring consistent, accessible and engaging content that drives awareness and behavioural change. Evaluate, design, and deliver effective training programs, communication strategies and adoption activities using data, feedback and insights; refine artefacts, campaigns and delivery approaches to improve user experience and outcomes. Ensure strong stakeholder engagement across ICT, ISD and business areas, managing relationships and coordinating workshops, briefings and training sessions to support readiness, address impacts and embed sustainable change. Essential experience & qualifications required; Substantial experience (5 years) in similar roles (Change Analyst and Training), ideally within the Queensland Government. High-level organisational, self-management, and time management skills, particularly in handling conflicting and multiple priorities. Demonstrated experience managing large transformational programs of work with significant impacts across people, processes, and technology. Demonstrated success in developing and maintaining strong internal and external relationships, including successful engagement and influence of vendors and senior stakeholders. Exceptional written and verbal communication skills, with the ability to prepare high-quality briefings, reports, presentations, and senior-level documentation. Strong problem-solving and critical-thinking capability, with the ability to navigate ambiguity, identify issues early, and propose practical solutions. Highly Desirable experience & qualifications; Experience working in digital transformation, ICT, information governance, or organisational change environments. Experience working within fast-paced delivery environments or supporting multi-stream programs. Prosci Change Management certification or similar recognised change management qualification.
